Prescott Breeden was the founder of SPARCS, though the society is now owned and maintained by National Canine Research Council.

When SPARCS was first conceived, Prescott was a graduate student in the Canine Science Collaboratory at Arizona State University under the direction of Clive D. L. Wynne.  His vision for SPARCS was to modernize the dissemination of canine science and to remove the expensive barriers that enthusiasts are confronted with when they want to become certified or simply to learn more about dogs.

Prescott is now a software developer
